GLEAMNS Human Resources Commission, Inc.  was chartered in 1966 as a private, non-profit charitable organization under the Economic Opportunity Act of 1964 and South Carolina law.  In 1976 the State Legislative office designated GLEAMNS Human Resources Commission, Inc. a public organization.  It is one of 15 community action agencies in the state of South Carolina and one of 1000 in the United States.  GLEAMNS Human Resources Commission, Inc. is a standing member of the National Association of Community Action Agencies.

GLEAMNS Human Resources Commission, Inc.  serves over 9,000 low income households in the Upper Savannah Planning District, which encompasses Greenwood, Laurens, Edgefield, Abbeville, McCormick, Newberry, and Saluda Counties, as well as Fairfield, Lexington, and Richland Counties.

GLEAMNS Human Resources Commission, Inc. is governed by a Board of Commissioners.  The Board has equal representation from the public, private and elected representatives of the poor sector, as prescribed by federal and state law.  Just as GLEAMNS' employees, the Board of Commissioners is dedicated with understanding and humility towards the ones it strives to serve. Members of the Board serve in various capacities without restitution for time or effort.  They donate many hours of their time and services for the betterment of mankind and work in harmony with the agency goals within the ten counties.

The agency receives funding from federal, state and some local governments for twelve  major programs:  Head Start, Early Head Start, Workforce Development, Child Development, Child Care Food Program, Community Services Block Grant, Low Income Heating Energy Assistance Program, East Coast Migrant Head Start Program, Legacy, Department of Juvenile Justice, Magic Johnson Community Empowerment Center and Weatherization.  Head Start is the largest program the agency sponsors with 61% of the funds coming from the federal government.  Funds for this program must be matched 20% through cash or in-kind donations.  The East Coast Migrant Head Start Program also must be matched 20% with cash or in-kind donations. Other programs sponsored by the agency receive their funding completely from governmental sources.    

The Administrative Department of the agency is funded through an indirect cost rate that is approved by the Department of Cost Allocations in Washington, DC.  This department encompasses Administration, Finance, and the Human Resources components of the agency. 

The Finance Department is responsible for managing the funds received from all sources in conjunction with the Program Directors.  A staff of nine employees is responsible for payables, receivables, purchasing, payroll, budgets, fixed assets and all financial reports.  It is the Office of Finance's mission to establish and maintain effective internal control over compliance with requirement of law, regulations, contracts, and grants applicable to all entities that provide funds to the agency.

The Transportation Office ensures that all vehicles owned and/or operated by it, it's projects, and its departments are safe to operate.  Because in the most cases we transport South Carolina's most precious cargo - our children, it is imperative that our vehicles meet both Federal and Sate safety standards.  We are also responsible for operating these vehicles in the least costly manner with out violation of Federal and State Transportation Laws, environmental regulations and safety standards.

The mission of the Human Resources department is to assist managers and supervisors with hiring, retaining, developing and motivating people who can contribute to the organization productivity and growth.  Also to help managers and supervisors understand, implement, communicate organizational policies and practices to employees in a way that fosters a friendly and productive culture, and meet the requirements of employment laws.
